The MUS project has global lead partners, national partners, associated partners and supporting partners. Formally, the respective organisations are the partners, but representatives of each organisation act on behalf of each organisation.

National partners play a very important role in the research and implementation of activities in countries or in a basin at the level of end-users and/or at the level of service providers.
Tasks of the national partners are one or more of the following: research on current and upgraded m.u.s., upgrading m.u.s. and leading the learning alliance at district or national level. They are selected on the following criteria:
- commitment to m.u.s.
- parallel programmes
- compatibility with other basin activities of the project
- (specialized) government institutions or NGOs
Associated partners are organizations that take part in the MUS learning alliances. The number of organizations per service area and country could be 10 or more. The Associated partners have an important role in actual upscaling at the district and national levels, and can suggest additional m.u.s.-activities.
